Pop Up Layers issue not working correctly when uploaded

Wonder if someone can help. I am having problems with pop up layers in Web Designer Premium. I have 54 pop up layers linked to buttons on a web page. They are all set close automatically when another one is clicked or a blank space is clicked. I have checked this and they appear to close when another button is clicked however once the page has been uploaded it appears that if you go to the page for the first time in the web browsers some of the pop up layers stay open when you click on one of the other. Refreshing the page seems to stop this. The problem then goes away and only comes back the next day. A refresh or click on another page and back to this one fixes it. The popups appear to be working fine here - tested with Firefox Quantum v65.0.2 (64-bit), Chrome v72.0.3626.121 and Edge v40.15063.674.0.

Have you tried clearing your browser cache?

Although I have no answer to offer to the OP I would guess the issue is illustrated by this screen shot?

I first clicked on Manufacturing, and saw the comments below the icons - I assume these are what you are referring to as popups - and then on Water Sewage and Waste. As shown, now one set of comments is overlaid on the other, using Chrome 72.0.3626.121.

Yes that is correct. Refreshing thebl page seems to stop the problem for a while. Also have other layers on the site in other pages and they work fine.

A little confusing who we are dealing with here. Am I right in assuming you both work for/represent the same business/company?

However Jeff's response indicates to me that the issue is with your browsers caching and not the web site.

I am currently working from my laptop and my browsers, system and other programs etc are set not to remember anything eg no history, no cached site data etc. This means I see websites 'fresh' and the browser is not using a mix of fresh data and cached data.
