None - Web Designer generates javascript driven pages using jQuery.

Assuming you are referring to Xara-Online or Magix-Online web servers - neither support PHP.
If you require PHP/MySQL support then you need to use a Web design program where you can encode in PHP - if such software exists - or use a Content Management System (CMS) such as Drupal, Joomla, Wordpress etc. Additionally you will need hosting that provides support for PHP and MySQL.

I just bought the upgrade thinking this issue would be resolved. I need a PHP version to be able to upload to the host I have been using for years.

There is no issue to be resolved - the program does what it is supposed to do, ie generates javascript driven web pages that use jQuery for functionality. There is nothing in the XWD specifications that would lead to the assumption that it can output/publish PHP based sites.
Creating the whole site in XWD and exporting/publishing a PHP version is not possible.
If you are wanting a full PHP based website then you have to use other software or what your hosting provider provides if they support PHP/MySQL, in many cases, they provide free to use Content Management Software (CMS) such as WordPress or Joomla.
