Hi

The problem with wizards is that they are typically pre-set so you can't really completely change them.  You can set up the intensity and frequency of different types of effects or exclude certain types of effects, but when and how they occur is up to the wizard that is the price you pay for simplicity.  You can create your own template that will only use certain effects and transitions but the wizard calculates how and when they will be used.

You should be able to see the effects, delete them copy and paste etc. in the timeline view.  They are usually placed well down on the lower tracks so you will need to scroll down sometimes down to track 5 or lower to see them.

In the examples below you can see that the effects start on track 6 and end on track 18.  If you have not used timeline for a while, this is a good quick refresher  http://www.magix.com/gb/photostory-on-cd-dvd/deluxe/tutorials/

I can't figure out how to get below track 4 in the timeline...

Try 'File' >>'Settings' >> Movie...', [E] key short cut, and you should get the option to choose the number of tracks.
