New Installation Fails To Begin Sound Forge Pro 17

Attempting to install SF Pro 17 for the first time, file name is soundforgepro17_dlm_kluw9n.exe
Once I run that file, this blank popup immediately opens:

No virus programs running.
No active firewalls.
System details -
Processor    Intel(R) Xeon(R) W-2245 CPU @ 3.90GHz   3.91 GHz
Installed RAM    64.0 GB (63.5 GB usable)
System type    64-bit operating system, x64-based processor
Edition    Windows 11 Pro for Workstations
Version    23H2

@TRN It's likely that your Windows Defender firewall or antivirus is blocking the download manager. These are active if you don't have any other firewall or antivirus software installed.

You could either try to temporarily disable this firewall or antivirus or you need a direct download link of the installer. You should be able to get this from customer support at infoservice@magix.net.

In addition to @SP. comment, what audio card is installed in the computer or are you using an external audio device, in either case what make/model, and, if an external audio device, is it plugged in and on during the installation process?

@TRN It's definitely a problem with your Windows installation if it works on your laptop. Could be anything, like missing Windows updates, missing Runtime libraries, missing security certificate, wrong user account settings, wrong network settings...

I agree with @SP. comment, there is something on the workstation which is blocking the software from accessing the Internet, this could be, in addition to the items SP. listed, missing or turned off Internet protocols.

Check that these Internet protocols are all turned on:-

I figured out the issue while looking at another post online about this type thing. In your second screen shot John, you show in a red the TLS/SSL encryption items checked, but what I also learned was that the Magix connection is being redirected or something, and so I unchecked all of the "Warn if..." check boxes below that and wah-lah.
Hope this helps someone else.
