"Members Only" section

Is it possible to create a "Members Only" section where people would have to register, be approved and then log in to be able to access it?

No - for this you need a PHP/MySQL based website which Web Designer does not support, nor does Xara (Magix) Online hosting support PHP/MySQL if you are using it.
