Ok, got the download version of MM17 Premium.. which was amazingly empty when first opened.. Then after a bit of poking around, I noticed what I believe are the files for the content.. Before I embark on nearly 4Gb of downloading stuff.. What exactly are the "Instrument Package"s are they just sound pools or are they actually synths?

When first time we download Music Maker(download version) it got limited items. But later we have to download and install all other contents pack to fully install the Music Maker. Usually the extra contents are based on
Soundpool, synthesizer, audio, video and all other stuff needed to run the program smoothly.
Therefore, it is must to download all. Though it is wise when order download version also buy backup that comes on a DVD.
