Movie Edit Pro definitely allows for some menu customization. What version of the program are you using? In older versions you need to press the wrench icon above the preview monitor in the DVD-authoring screen to get into the editing mode. Starting in Movie Edit Pro 14 Plus, you gain a whole lot more possibilities and ease of use when it comes to menu customization. Make sure you're in "Advanced mode" (which is a checkbox on top of the DVD-authoring dialog) and click on the "Arrangement" button to bring up the editing mode. This version will even give you the possibility to edit your menu as a separate, short movie in timeline mode and do a proper animated preview of your menu.
