I want to delete the first four minutes of a 40 minute video, but everything I do removes the last 36 minutes.

What is a start marker.  What is a razor blade?  I can't find them in the help section, exxcept references as if I should automatically know what these are.

I am only a beginner, but how I have done that is to cut the scene into two, using the icon in the bottom right of the preview panel.  Then delete, in your case, the first scene.  You will be left with a gap on your timelione and the second part of the scene that you cut in two.  You then need to drag the scene and any after it to the left, so it docks with the previous scene.

This PDF is from Movie Edit Pro 12. It's all pretty much the same for Movie Edit Pro 14, except in version 12 the "cut" buton looks like a litle scissors and in version 14, it looks like a razor blade. It's in the same position though.
