I'm using MEP 14+, but I think it is the same in newer versions:

1: Place the video or picture you want to be in background (full size) on track no. 1. A video normally also has a sound, this takes track no. 2.

2: The second video must be placed on track 3. If you have it as Takes in Media Pool, simply drag it down to track 3 with the mouse. If it is from a different film, one way is to have the film on a different Timeline and copy from there. May be MEP 15+ has another solution for this. (combine 2 Projects on 1 timeline)

3: Right-click in track 3 and choose "Image size and position" (Shift+D)

4: You now see in a new window your video no. 2, with 8 small yellow squares. Mark "Object size/position" in the right side. Check that "Keep proportions" in the left side is marked. Now you can move one of the yellow squares, to reduce the size of the video, and move it around in the window.

Now you have a picture in a picture, PiP.
If both films have sound, you can Mute or Delete on of them.
