I have Web Designer Premium and am trying to upload/publish my web site. I get a error message which says "FTP error: Timeout was reached". I am trying to find out how to change the upload settings from active to passive or visa-versa. Please help! Thank you!

That suggest the server you were trying to upload to was not responding.
You cannot change the FTP settings to Active/Passive, Web Designer and the host server negotiate a port and either Passive or Active Mode data transfers.
It is more likely the wrong Transfer protocol has been selected - see image below
Check the settings under Other web host settings
For Xara Hosting - the FTP parameters you should be using are :
Server: sftp.xara-online.com
Username: e-mail address registered with XARA Online
Password: password for above.
For Magix-Online hosting - the FTP parameters you should be using are :
Server: ftp.magix-online.com
Username: e-mail address registered with Magix Online
Password: password for above.
For other hosting - check with your host which protocol to use.
