Assuming you are referring to the Magic Erase and Photo Heal tools, Web Designer Premium does not have these features, they are a feature of Xara Photo and Graphics Designer.
If you bought Xara Designer Premium then you have both programs.

Hi - Thanks John - I've make a huge mistake bought a laptop (to work while travelling) - I should have just buy another Web Designer Pro X license (got one for my desktop) but did think at that moment :-( ... bought Xara Wed Designer (14 Des) see that was not the one - bought a hour later Web Designer Premium - also not the one and today I desided just buy a second licence for Web Designing Pro X ... my problem is - I still don't know how to do that. I've email inforservice@magic.net but they did't reply yet.

The current licensing allows you to install the program on 2 computers using the same serial number. Therefore you should not need a second license.
