Hello,

Elastic audio seems to can be applied only on records (Wav, mp3) excluding MIDI and synthisers.

Right clic on an object or on the arrow at bottom right of the object, in the submenu :
audio effect->elastic audio  (translation from French to English).

CBY is right, but you can use elastic audio on MIDI material if you 'freeze' the track which will convert it into an audio file.

Right click on the object, then go into the menu 'Realtime Effects' and you will see it towards the bottom 'Elastic Audio Easy'. Alternatively you can get to it by double-clicking on the object to bring up the 'Object Editor' tool and on the left side you will see 'Pitchshifting Timestretching'. Click on that and you will enter a new menu. On the bottom right you will find a button 'Elastic Audio'. Click on that and it will take you to the editing screen. If neither of those methods work I'm not sure what's wrong.
