Photo Manager is, essentially, a database, containing details of where photos are stored on your computer. Of itself, it does not "contain" any photos, merely details of where those photos are. So you cannot "drag and drop" anything to an album; rather you need to add the location of the photo, currently your desktop but I would strongly recommend a different location such as "My Pictures", to the drives and folders which you have told Photo Manager to search.
