I use web designer 19 premium

how to make a download link to file,

then user click on a button the file while download to users computer

Using either text, or a jpg or png image, right click it and select Web properties

On the Link tab select the Link to file option and browse to the file

Apply and OK the dialog.

The file will be uploaded to the site when you Publish.

Note: - PDF is the standard format to use for documents, using other formats eg Word, is not recommended as they may depend on the viewer having the required software to open them.
