Movie Edit Pro 16 has a speed effect that allows you to speed up or slow down a clip, even send it in reverse. I use it frequently to show something over and over, much like those football reels I grew up with...

 

You can take a full movie clip, cut it and just select the section you want to effect, you then select the segment you want to effect then choose the effects tab, select video effects and then scroll down to the Speed effect.

 

There you have a simple slide bar, with a tic box for reverse.

Just to follow up. with john here. you can't change the frame rates for playback (meaning there are set playback rates) but if you wanted to go ahead and practice your directing skill you would do those effects while filming. It's called over cranking or Under cranking. what you would need is a camera with a variable frame rate. it can get complicated so i suggest you check out some online videos but in a nutshell if i record at say 8fps and play it back at the 24fps the end result will be superfast motion or vise versa

 

most people don't have a camera with that ability so thank god you can do it in effects but just so you know thats how its done on set.
