To insert custom HTML/CSS in the header or body of the webpage, open up the Web properties dialog - Utilities, Web properties - in the centre of the Website tab you will see 2 buttons for inserting into the header or body of the website.

You can also use a Placeholder for inserting 3rd party HTML eg for a widget.
