Are you referring to the 'Motion Tracking', the Using masks to blur out multiple objects or both?
'Motion tracking', ie Attach to picture position in the video in MEP/MMS/VPX, gives variable results depending on the contrast of area which is being tracked and the speed at which it moves.
If you have Xara Designer Pro X or Photo & Graphics Designer installed, then this method can be used to create and animate a mask or overlays.
Boris FX Mocha Pro is a 3rd party plug-in that can also do motion tracking, however as with the inbuilt feature it too does have some limitations.

Motion Tracking an object does need to be attached close to a section of the target area with a strong sharp contrasting area to work at its best but I agree it has never been that brilliant with VPX having a slight edge over MMS. At least that has been my experience so far.
Some included effects need more work than others to get good results from but again may also depend on the power of the processing available from the GPU unless you choose to use the CPU and depend on the software doing the processing instead. I know program settings can change the effectiveness of some plugins and how when added can affect how well the program behaves and New Blue give you the option of turning off GPU acceleration that can sometimes help.
As with most processing there is never a 'one setting cures all' to alleviate problems.
