Won't open

When I try to open the program it gives me this error message: 0xo0000142. I bought the program at Best Buy and downloaded it, but it does not work. The Samplitude Music Studio opens, but I don't hear any sounds from the VST instruments. MM Plus and SMS

Not a lot to go on - we need more information.

What is the full message?
Was the program working and is now failing?
What has changed on the computer eg Windows update/upgrade, change of Antivirus.
What is your computer specification, Windows version and program(s) full name and version number(s) - see this topic for the details required?

The full message is: The application was unable to start correctly (0xc0000142). The program is Music Maker Plus Edition + Samplitude Music Studio. MMPE does not start up, but SMS does not record/play VST instruments.

The programs never worked even before upgrade, they never worked correctly. I upgraded the computer to Windows 10.

 My computer is an Inspiron 3847, Intel(R) Core i3-4130 CPU 340GHz 64-bit, Windows 10 v2004
