Assuming the computer is running Windows 10 or 11 - in Windows settings, Privacy & Security, App permissions section, Camera and Microphone that the option Let desktop apps access your camera/microphone are turned on.

In the MEP recording options, Analog dialog, what options are available in the Video drivers dropdown?
I suspect this may be a driver issue with the Logitech camera. The only drivers that are available from Logitech, are for Windows 10 and 11, they will not install on Windows 7 due to incompatability.
There are drivers for Windows 8, allegedly for the camera, available on the internet, however there is the issue of can you trust them not to install unwanted 'options', to use these would be at your own risk.
