Your best bet is to download the free trial version and test it yourself. I suspect Magix list a spec that will be satisfactory for the modern high definition video formats. I have worked successfully on a lesser machine -- I just didn't have such good preview response. That said, MEP 2013 has the option to render sections of the timeline so that playback of say complex transitions is smooth.

I have a Pentium 4 HT 2.8 GHZ whichis below the minimum recommended system requirements. To edit HD Video I need to use proxy editing which is not a big deal. Overall I am very happy with MEP 2013.
