Why does lower toolbar menu not display for the timeline?

I have imported video segments but there is no option or tool bar at all for the time line. Only the segments in a line with ab at the beginning and end of each segment. No tool bar above to edit.

Could you either elaborate on your description of post a screen shot of what you mean by this. I use MEP every day and I honestly do not know what you mean.
