I am about the buy a domain with .com, the cost of domain is $0.99 per month, but when, paying the domain, it includes the 9.99 one-time setup, which I didn't understand why.

Does anyone can explain to me what is ONE-TIME SETUP means? Does it is a onetime payment for the domain?or not?
