Vegas Pro 19 won't startup

My Vegas Pro19 installation running on windows 10 halts during the application startup on CBSProducstInfo.dll and will not go any further. I've uninstalled, downloaded a fresh installer and reinstalled but the same issue reoccurs each time. My Vegas build is 550
