VEGAS 17 problem downloadin VEGAS-option-install.dat for ACVHD render

I needed to reinstall VEGAS 17 in a new windows 10 environment.
When I want to render using ACVHD there was the need for an extra download failing with error code -1

I applied the instructions for this error code and that error code disappeared, however now I have a

FAILED DOWNLOAD for the file VEGAS-option-install.dat

All other downloads for other codes and license installs went well. I used "run as administrator" without luck. I use now Windows 10 20H2. This might be the issue (extra security??) but I tried to reduce the security to the maximum (no firewall etc.. with no luck.

Copying the file VEGAS-option-install.dat from an older install to the download directory c:\user\username\AppData\Local\VEGAS Pro\17.0\  did not solve the problem either. Probaly then a missing registry entry I don't know about.

Any help is welcome,
