using one video over another

like video plays and there a tiny box that play another video over one bar,or spiltscreen.

See some of the tutorials. This one, which is old but good. This one which uses masks but shows how to get a picture-in-picture (PIP) effect. Another recent one. There are others.

Read the manual. Look up PIP and Effects, View/Animation (name in 2016), Size/Position.
