Unable to send request using ticket route - in circles

I following the instructions but it just takes me round in circles. I cannot see where I can send my request for help using the ticket procedure.

The problem is that you are clicking on the suggested solutions that are sending you back to the forum instead of ignoring them, which will get you to the support ticket form.
