No, MEP 2016 is out of support and further development, in effect obsolete.
You would have to upgrade to Movie Studio 2025.

Hi,
Another alternative is to sign up for Microsoft Azure which has free text-to-speech up to a certain limit. However, you have to import the result to the timeline yourself.
