MEP has a number of basic image manipulation effects including brightness, contrast, gamma and sharpening. The quality of the result will depend on the source material eg whether the 'zoom' is a true optical zoom or just enlarging a subset of the captured pixels. I'd suggest installing the free trial version and try for yourself.

I would also raise the question of the location where the surveillance camera was, the rights to use it, and the end usage of, the material.

If you are editting surveillance camera material for use by the authorities eg legal, police or other similar organisation/services, then edited material would be unacceptable to them, they will need the original video.
