Stuttering Video Files on Import

My files keep stuttering in the editor and the export. I've tried so many different things to stop it; run the core files through handbrake, changed the color space, changed the framerate, I'm really frustrated because I used to be able to just rip what I need straight from YouTube and make a video with no fuss, but as the years go by it feels like that's becoming harder and harder.

Two critical pieces of information are missing from your post:

Exactly which version and build of VPX are you running?
Details about the file you are importing. The free MediaInfo Utility Text view will give us a lot more information about it.

One thing I notice from your spec., your version of Win 10 is now rather "old". Any reason why you have not updated?

Also please put you computer specification in your Signature - see @emmrecs, @Scenestealer or mine as an example of what is required.

The image you posted contains a lot if irrelevant information.
