Strange noises

So I was finally successful in getting Sound Forge v.16 loaded. Now I have another related problem. The little "bing" sound I get from my computer when I get new mail or a pop up notification, now is preceded by 1 or 2 seconds of loud static. Anybody else experience this? Anyone know of a solution?

Yes, turn off all Windows system sounds and in the Sound control panel ensure there are no Enhancements turned on.
