Is this the 365 version of SF? If so, it is automatically limited to one installation active at a time.

Try deactivating one of the two Sound Forge activations directly in SF (Help> Deactivate the software on this PC) menu.
There is a 'once-a-month' limitation doing it online through Magix' service center.
