. . . . a stop tape effect in music maker premium 2016 ??? I know how to do it in music maker mx premium . . . .

If I can pop in to give an idea off the top of my head, you can try:

Splitting the end of the section you want to "slow down" and do a Lower Pitch and Time Stretch effect, with perhaps a Fade Out of the audio on that section, adding a sound effect at the same time frame on another track in the Arranger (a "technological glitch" sound and perhaps a "rewinding" sound effect (warbling glitch type)). 

This should give the effect of that section "slowing down" from the lowering in pitch and having the "technological glitch and rewind" sound effects help to accentuate and complete the overall effect...

Im doing it in mx by using the elastic audio effect and then by making a few ajustments  I change the algorithm menu setting to time stretching (smoothed ) then turn the cure smoothe up all the way then changing the tail end of the wav moving everything down if that makes sense
