Can I change the pitch and or speed on music tracks with Magix 2016?

I presume that you mean Magix Audio Cleaning Lab 2016, Magix is the company name and has tens of products.
It may be possible, but definitely is possible in Magix Audio & Music Lab 2016 Premium.
Try clicking on the audio object, then Effects in the top menu. If you see the choice Resampling/Time stretching, then that is what you want.
