Soundforge White Noise

I installed Soundforge Audio Studio17...got the white noise problem on everything. I uninstalled the Latency 16 file and Soundforge, but still have the white noise on everything, including upon startup of the computer. What do I do to get my computer back to normal?

@Drogon After uninstalling Magix Low Latency 2016 you need to restart your computer. Please select the Restart option and not the Shut down option!
