SOUND FORGE Pro 13.0 (x64) program continuously stops and asks to send the problem, after restarting the same problem returns
What to do ?

Is it specific file that causes the crash, or does it crash with different file formats (.wav, mp3, ect.)?

Are there any plug-ins/chains running?

Have you tried reinstalling?
I recommend you try uninstalling SF Pro-13 with a third-party uninstaller that also removes leftover register entries (the OS uninstall does not). Then reinstall Pro 13. Myself and others like the Revo Uninstaller, which has a freeware version as well as a pro version.
