Hi @Sam-Kopper, I assume you shut down and cold booted the PC already
Try setting SF, "Reset and clear cached data" In the 'File' menu.. If SF will not launch to access the 'File' menu, Hold the "Ctrl + Shift" keys whilst launching Sound Forge which should open the reset dialog.

If all else fails, uninstall again, but use a third-party uninstaller like 'Revo Uninstall' that can remove left-over registry entries and other pertinent data the OS uninstaller leaves behind, which is usually the root of recurring issues, restart the PC and reinstall.
btw, I would recommend using the advanced scan mode, but take caution deleting shared data if you have another version of SF installed.
