I'm not sure I understand your question exactly but here's my best guess: You want short pieces (which would contain some combination video, stills, transitions, and even text) to regularly use with your bigger projects? They are more usually called 'intros' and 'outros' rather than titles.

The simplest method would be to create (like a 10 second movie!) and export these in the format you will use for your main project and then import them into the start and end of your bigger projects just as you would any video clip.

MEP comes with some premade intros and outros (under 'Effects' >> 'Design elements' menu) but they are more complex, incorporating some of the video to which they are attached.
