Savaing MP3 Files seems to lengthen time.

I am not sure if this is new, or I just noticed it, but when saving as MP3, Sound Forge seems to add time to the front and back of my file. For example, if I trim a file to some length X, or stretch (reduce) the time to X, when I save as an MP3 file, the time is extended by some amount Y. Seems to add time at both the front and back of file. This does not seem to happen if I save as WAV. I am working with very short files (less than 1 sec) and want them as short as possible. Is this by design, or is there some setting I have wrong?

Encoding an MP3 will inherently add time to the head and tail. As I recall, up to 30 milliseconds. more of less I am not aware of a MP3 encoder that can eliminate this behavior. The format should be avoided for looping and audio-for-video, which can cause a sync issue. MP3s should only be encoded for the end-user,
