Possivelmente os plug-ins (*.dll) não estejam "registrados". Abra uma janela de DOS, vá para a pasta dos arquivos e registre usando

REGSVR32 arquivo.dll

 

Para cada arquivo. Amanhã irei ao trabalho e verei nome dos arquivos e pasta

Which verison and build? Read the 'Sticky' at the head for the main Sound Forge forum page.
Try resetting SF: In the 'File' menu. select  "Reset and clear cached data". Close and restart Sound Forge
