This is not possible in MEP - you require an advanced DVD authoring program to do this.

I assume you have your film on one timeline, divided into chapters. (You have a Project with one Film, consisting of two or more chapters).

If you split the film at the chapter markers and make a new film of each chapter, then you have a Project consisting of two or more Films. Now you can make a menu acting as you described.
(Splitting film, see at razorblade, to access the films, click the filmwheel. A lot of experimenting is mandatory in the beginning !!)

(I have MEP MX, assuming the 2013 acts the same way)
