Repel Test doesn't want to work

Using Web Designer 15 I have cut and pasted some text from a Word document into a text box. I have then inserted a picture from file and placed it in the area occupied by the text box. Selecting 'Repel Text Under' or though "Repelling text and Anchoring" doesn't do anything - the picture just sits over the text. Thanks for any help.

This could be the Word formatting commands, which you do not see in Word, are being copied across and is messing with the text repel and anchor properties.

If copying from Word, I always paste into Notepad then copy this into a web page - this removes any hidden formatting from the text.
