Mainly due to the low starting resolution, the upscaler quality is important as it tries to create 'something from nothing' to get to 1920 x 1080 pixels.

The better upscalers can do a reasonable job if interpolating what should be in the extra pixels generated without introducing noise however the image tends to be softer, the lower end quality tend to introduce blockiness and/or noise due to over sharpening the softer image created.
