Quarter Speed Playback?

I want a video to play at one quarter of the original speed, and the speed dial goes this far, but it does not let me drag the slider all the way there. Do I need to unlock somethig or change a setting?

You can only go to one quarter speed (and even less) if your video has no attached soundtrack. Delete the soundtrack and you should be able to get what you want.
