In theory - yes if you can find an unopened original boxed version.
Buying 'used' is very risky as the seller must have informed Magix they are selling on the product and have the registration to them deactivated, without this you will not be able to register the product
Disc only sales are also risky as it is likely that the product is a pirate copy or 'backup' copy of an existing downloaded product.

In addition to what John has written, it is extremely doubtful if MEP 2013 will work under any recent version of Windows, I think.

I actually found and registered the 30 day trial and using it. I really enjoy the blockbuster movie template...is that available on any later versions?

The Blockbuster template is available in all Movie Edit Pro/Movie Studio Plus/Premium/Suite versions.
Movie Edit Pro was rebranded to Movie Studio 1 year ago.
You can download the trial version of the current movie Studio 2023 to test.
However, depending on the video resolutions and formats you are working with the computer specification requirements are higher than for a computer to run MEP 2013.
What is your computer system specification - see this topic for details of what is required and please quote processor and graphics card make/model in full.
