First I'd suggest your doing a web search for "picture in picture" to see some examples of the final result.

Second, you really need to tell us what Magix program you are using as the methods may be different.

Third, in very brief outline, the "PIP" effect is having a small picture appear in from of a larger background image. You need to be in 'timeline' mode (this depends on your program) with the smaller image on a lower (higher number) track.

From your description you have made the picture smaller but presumably have it on its own, not coupled with a background image. In Movie Edit Pro there are a number of PIP templates which you can apply to a set of images or clips. -- I can't say for sure for other Magix programs.
