Short answer is no. Not without the help of a set of plugins from a third party vendor such as Boris effects with their Boris effects suite.
To to this you need the ability to rotascope among other techniques and around a $5000 computer setup with the power to use them. The alternatives would be to find a video editing package that could do this using the cloud to connect to servers to allow you to have that type of editing power at your fingertips. Or have that $5000 system and an editing package like VEGAS Post 365 that you would be tied to the contract for a minimum period of a year or use Adobe Premium.
Even with something like the above suggestions that effect is not able to be done completely automated and is a very skilled bit of editing made to look simple. It could be done on a slightly lower specified machine but the lags in the timeline would be considerable and make any precise editing very difficult.
