That depends on having the following:

  1. Downloaded and installed it? See under Help, Free downloads
     
  2. A NVidia or AMD (ATI) graphics card / chipset
     
  3. MEP is set to use the NVidia card if installed on an Intel i5 or i7 system - see here

Then it is on the Effects tab as shown below

 

However: 

If you do not have (2) and possibly (3) above and are using an Intel processor with Integrated HD graphics, NewBlue Titler EX will not work giving a error message 'Titler cannot work due to low GPU capabilities' and crashes MEP.

Upgrading to MEP 2016 gives a working NewBlue Titler EX on an Intel processor with Integrated HD graphics only system.

Thanks John. Based on the info you gave me i guess I'm SOL when it comes to the new blue titler ex since I am using a lap top computer with neither of those cards. Thanks for the prompt response.

I have Magix MEP 2015 and AMD Radeon HD Grafic Card with software completely up to date. 

I had already downloaded what was available on "Free download. . ." (see pic)

but New Blue Titler is not offered there at all, nor is it in my MEP under Effects (for New Blue I see "Elements", "essentials", "filters" & "Stylizers" - the "color fast" is also not there).

Am I missing something, or is  another version of MEP required? I'd really like to be able to try out the Titler if I can.
