Need Help wtih Drag and Drop an {I O} clip from the Preview Monitor into the Arranger

Question is... where does one place the Cursor, then Left-Click to drag a seleted portion  {   }  into the Arranger from the Preview Monitor

A knowledgeable member answered the question on importing only a portion of a video file from the Media Pool

The first part, selecting the portion wanted in the Preview Monitor was simple enough. But for the life of me, I cannot follow these last instructions by John

• Left click on the monitor and drag it to the arranger. An object will appear on the
    track, corresponding to the selected area.

Left click and drag does nothing.  The click does not select. It only puts the the No Smoking icon. Same with any place the cursor is placed in the Monitor
