Movie Edit Pro will only work fully on Windows up to version 8.1.
The program will not run on Windows 10 fully and is probably not dealing with newer variations of codecs or their wrappers or files above 4GB in size.
There could feasibly be more reasons but if it was working with the same file on an earlier version of Windows then that is what I would say the problem is.
Updating the program to a newer version may also not work if you are installing an upgrade to an existing computer that previously ran the old version of Movie Edit Pro if the computer does not meet the newer minimum specifications demanded of the new versions of Movie Edit Po.
That implies MEP 2013 is otherwise working to your satisfaction under Win 10, apart from this problem?
As the message is only displayed for that specific MP4 file (not for any of the others you've tried) then please use the tool MediaInfo from https://mediaarea.net/en/MediaInfo to show us its full details.

Thanks for the MediaInfo analysis, that is exactly what we wanted.
Looks like this was recorded on a smart phone and from the analysis there are 2 problems:
The video is encoded in HEVC format - MEP 2013 does not have the decoder installed for this format hence the error message you are getting.
The video is variable framerate which is known to cause audio synchronisation issues.
The easiest fix would be to run the video through a video converter, Handbrake is a free converter, to change the encoding format to AVC (h.264) and the framerate mode to Constant using these settings in the Handbrake Video tab
For future recording, if your device allows it, change the recording format to AVC (h.264) and Constant framerate.
