The best method is to align two or more videos using the audio waveform automatically, if MEP can detect identical points or events in the audio.

If there are no reference points for automatic alignment, then using the wave form display to align manually is the next choice - for this it is best to have each video's audio on a seperate track by selecting each video object and pressing Ctrl + H , zoom in and drag the appropriate video object into alignment.

If you are not going to use, or cannot use the audio waveform to help you align the videos then it is as you describe

. . . . as simple and trying to line them up . . . .

However you may end up with some potentially time consuming editting to get the videos synced correctly, especially if there are close up shots of people talkng from two different camera angles and / or the two videos were shot at different framerates.
